Applying for citizenship and family reunification of spouse

Hej everyone,
I am non-EU and I have a danish permanent residency, living here in Denmark since sep. 2008 and now i have fulfilled all requirements of citizenship except the 9 years rule as right now i am living here since 7 years and i have to wait 2 years to fulfill 9 years stay rule, but my question, is it possible that i can apply 2 years before to 9 years stay or what is the best time to apply . My 2nd question is about family reunification of my spouse, i got PR in oct 2014 and my wife join me in Denmark in sep- 2013, can i apply for family reunification case now?

They must guide and advice all citizens with questions or issues. So I think your specific questions would be best answered by them.
