The problem is that the wife of Hlesty isn't working. She is studying. And as a student, she is not eligible to get the health insurance.

After 3 months you can apply but it is advisable to remain in Sweden while your application is pending.

If you get rejected, you can simply hand in a new application. And with more time having passed, you're more likely to fulfill the requirements then.
Of course it's imperative you actually document your stay in Sweden. The lack of this is the cause of the most rejections as the Danish authorities simply don't believe people's claim to have lived in Sweden if they can't actually prove it.
The most common "mistake" is to rent a room in a flat in Malmø while the Danish partner still works somewhere in Denmark. Renting only a room is easy to do on paper but you have to prove that you actually commute forth and back between your residence and your working place. You also need to prove that you really live and spend the most nights in that room you rented.

You can work in Sweden if you fulfill the requirements of being the spouse of an EU citizen who has used his or her right of free movement within the EU to move to Sweden and handed in an application for a Swedish residence card at the Immigration board.
If you have done that, you can also go to the tax office and register your address and thus obtain a Swedish personal number that enables you to work and pay tax in Sweden.

It can take from anywhere between 2 and 8 weeks depending on the work load and summer holidays.
Being registered at the people's registry has no bearing whatsoever on your legal status in the country, so it has nothing to do with your visa expiring.
What makes your stay legal is if you apply for a residence card at the Migration Board using EU law.

You do not need to have a legal stay in Sweden in order to hand in an application for a residence card, so your visa is actually irrelevant. As long as you have a valid visa, though, it makes life easier if you wish to travel around the Schengen area. Once it has expired, you cannot leave and then expect to reenter Sweden.
You can apply at the Migration Board even before your wife has obtained a Swedish personal number. Or you can wait until she has it. It doesn't really matter which order you do it in.
