If I were you, I would go with what the website says and what the letter you received says. The letter says you should include an application for extension with your application for permanent. According to the website, the application for extension for a student is form B. I took a look at Form B and there is a place to check off whether it is in connection with an application for permanent residence.

But I think that the application forms are pretty self-explanatory regardless of what the basis of residency is, so I am pretty confident that you would be safe filling in the Form B with your current case ID number, and making a comment in the comments section that this is to go with your application for permanent, and is in response to their letter requesting this form. And if you check the box at the very beginning that this is in regards to a permanent application, it should work.

I submitted today ST1 at police station. They said it's ok if they want ST1. I had called again and they said just write ur sag nr on top of ST1 ans submit it. So I did it that way, lets see what happens.
