By forwarding the case from the embassy to Udlændingestyrelsen, the embassy has already rejected the visa and asked the higher authority to consider if the decision is correct. There is no higher authority than Udlændingestyrelsen. So it's already an appeal case.

Thank you Skaanebo, this is all clear to me now. I'm gonna prepare for the employment certificate and our relationship records as soon as possible, but may I ask if there are any other actions we can still take to increase our odds? I really want to get this thing done correctly this time...

We got a call today from the embassy, she got the visa.

There is a real risk that the answer will be that they refuse visa, and advice her to apply directly for family reunion - which will then be denied, because she never has been to DK, and the two of you then have a stronger relation to China than to DK. Others have ended in this catch 22 for the exact same reason.
