Thank you so much and appreciate for all your services. I have a question and I really hope you can give me some guidance.
I’m naturalised Danish citizen, I want to marry my fiancé who is not an EU national and take her here under EU rules. I have done my research in this forum and also from other sources that I have to move out Denmark to other EU country, get a job and work for a while and then move back DK so I can use this EU rules.
My question is: I have been in kontanhjælp for a year and I don’t know when I move back DK, will I be penalty for 3 years before I can apply family reunification for my fiancé under EU rules?
Could you advise me if I should do the family reunification for my fiancé when I am in other EU country then move back DK together? Or should I move back DK and apply from here?

No, if you use EU laws the previous kontanthjælp is irrelevant as it's only a problem if you apply for a residence permit under national Danish laws.

May I ask if I moved to Sweden and had a job over there, but when I decide to move back Denmark, am I allow to bring my fiance while I am looking for job here in DK? Thank you.

You either have to live together for about 18 months or you have to marry in order to bring your partner back to Denmark.

To be able to use the EU-rules, you and your spouse have to live together in the other EU-country.
It's not enough that you move there, and then move back to DK. You have to live together, before you move back to DK.
If you marry first, then move, (or move, then marry) then you can apply for a special visa, by EU-rules, for your wife (since you are living in another country than your own).Then she can come to where you liv with the visa, and then you apply for family reunification.

After a couple of months, you can then move back to DK.
