Hi
i received my permanent residence card but it has expiry? i thought the card won't have any expiry? it has 9 years

All ID cards must be issued with an expiry date.

is that means i have to renew again and they have any special rules when asking for new Id card?

Yes, you need to ask for a new card once the old one has expired. There are no other requirements than the most basic like providing a recent photograph of the person on the card.
