family reunification visa application

As we know new rules came from spouse visa base on reunification..i want to apply my spouse visa, both have non eu passport and out from many requirements 1 must have PD3 or equal certificate like fvu 4.. i missing this one and it need minimum 8 weeks( for fvu4)..My question is
if i apply now and during this time i clear exam..will they accept application or possible to reject soon because of missing pd3?
