my husband put his application in july 2015 and got his PR in november.
My question is when will be 3 year rule completed for us? In July or November 2018?

I would think from the date of the issuing of the PR, that is: November.

If you apply for visa, you cannot apply more than three months in advance of the date you want visa for, so 4-5 months is too early. Since you have been having trouble, my advice is to wait with the application until ALL conditions are in Place. Haste makes waste.

We got a refusal in nov with the same reason that 3 year is nit completed yet
