3 is NOT going to happen.
You are allowed to work from the moment you applied.
If they won’t issue a cpr number, you can talk to tax office to get a so-called samordensnummer instead, until you can get the cpr number.

OK, thanks skanebo. think I will just go straight to the tax office. Do I need any other document to tender other than the work contract? Like a copy of the OD2 form, I have photocopy of all the document I submitted plus this confirmation of reciept.
