Where can we complain against my landlady.

I recently moved to another city. I took a room for temporary period in a house of an old woman so that in the meantime I can find a better option.
I paid her 3400 DKK as a security deposit and 3400 DKK as an advance one month notice rent.
I moved in her house on 1 March but since, I found another apartment very soon, I gave her the notice on 15 march. But she said that as per the contract, the notice period will always start from 01 of next month, i.e. 01 April. Since, it was in the contract so I did not have any say.
But then I came to know that she has already got her next tenant for the same room.
Now she is saying that though she has got another tenant for my room, I still have to pay the notice period because that tenant was suppose to take another room in her house but since now my room will be available so she is giving that to him so my notice period amount will apply to the other vacant room if she does not get a tenant for it.
Is this legal? if not, where can I go to complain against her?
