It seems that it's true. When I had problems with my residence card, I wasn't traveling anyway, and I even thought that getting russian visa would be a waste of money and time for me, but I solved everything pretty fast, so I still managed to visit this country, and I was really glad I did because the country is amazing.

You need to be able to prove that you have a legal stay in the Schengen area.
