Tilbagerejsetilladelse?

Hi, it seems like my residence permit has been approved pending the financial guarantee. We just received a letter in the mail from Udlændingestyrelsen that my application is under review and that I shouldn't leave Denmark until the case has been completed. The problem is that I am in the US right now for work (I had asked about that before on this forum, and it seemed like it was allowed). The language is a bit strange and I'm not sure what we should do. (It also seems a bit late; they say that I should receive a final decision OR a request for a financial guarantee by Jan 27th, but I already received the request for a financial guarantee last week!) It says that I need a tilbagerejsetilladelse to be able to leave Denmark, and that I have to get it BEFORE I leave Denmark, which of course is impossible now. They also say that if I don't get it before I leave, then I can't enter Denmark until I have received my residence permit. It's all kind of strange, especially because, as an American, I'm a part of the visa waiver program, and they refer many times to needing a visa. (They mention that isn't possible to get a visa to enter Denmark while my case is being handled).
What should we do? Should we contact Udlændingestyrelsen or is it best to just wait until I have received my residence permit and enter then? It sounds like I should receive it fairly soon, so if the part about waiting until I have received it is true, maybe its easiest to let it be until I have received their final answer about my residence permit?
