Hello everyone. I have questions again. Please help me to get some info.

I understand the following:
1. Apartment in Sweden- Checked
2. Go to Statterverket-Checked
3.Swedish CPR- Checked

Question about
4: Go to Migrationsverket -- Should I wait my wife to come back here in Sweden(She have a schengen visa coming back on Nov.) BEFORE I go
to migrationsverket? or I should apply even without her in here?

5. Apply family reunification (My non EU wife) - Is this something I should do without her? here in Sweden?

I am really confused. Please help.

Since it is not you, but your wife who is going to apply for a residence card (because you don't need to), it is she who must apply in person - ergo, application when she comes to Sweden.
