applying for a personal number in sweden

dear sirs or madams
i am posting this issue in the hope of getting an answer and a help from somebody here.i am non european and married to a polish girl who lives in sweden and i came to sweden with a tourist visa and i applied for a residence card(family reunification) and they told me that u should wait for 10 months or up to 10 months to get an answer(very long time) but i have the right to work and study while waiting for the answer. i went to Skatteverket(taxes) and asked for a personal number and they gave me an application form to fill in and take it to arbetsförmedling( job center) and i did and arbetsförmedling filled in another form and they attached it to the form i brought from taxes and they send it back to skatteverket and they told me that i can get an answer i mean personal number between 2 and 8 weeks and my questions are :
1- will they really give me this personal number taking in consideraton the fact that my wife has a company and she has some debts to pay for taxes about 17 thousands krones but she will pay them of course in coming months ?
2- if i get this personal number will i have the right to work <? if yes how can i do that and i do not have a swedish residence card ?
3-can i work as a french teacher in sweden taking in consideration that i have a bachellor in french language or i need to be graduated first from swedish univerisities to be able to work here ?

Your question number 3 should be answered by AF.

Question 2: Yes, you can work once you have your Swedish personal number. A residence card is not required as it's merely a piece of plastic. Your right to live in Sweden has been proven already and does not rely on any piece of plastic.

Question 1: Your wife's debt is irrelevant. But she does need to prove that she is either making an income as an employee or have sufficient funds to cover herself and her family.

thank you sir 2 days ago i got a samordningnummer or temporary personal number so :
1 can i also start studying swedish language and is it free?
2 can i open a bank account ?
3 and what does this AF mean ?

Why do they only issue you with a "samordningsnummer"/tempoary number?

With such a number you can open a bank account, yes, but I don't think you qualify for free Swedish language courses.

AF is Arbetsförmedlingen in Sweden. In modern Danish it is called a "jobcenter".

hi again sir. they gave me samorningsnummer because i applied under european laws and migrationsverket told me that it will take between 6 and 10 months to issue a residence card and during this waiting time they said that i can work and go to school but they give me only samorningsnummer or temporary number untill i get my residence card. so i have no right to work also with that temporary number ?

I think you have misunderstood or been misinformed.

There is no such thing as "temporary" personal number. Skatteverket has the right to issue you with a personal number. They will do their own judgment based on your documentation and this judgment is not relying on any decision by Migrationsverket. So if you have a personal number and got registered with your address in Sweden, everything is just fine. Migrationsverket is just slow to process applications but this should not have any influence on you being able to register your address with Skatteverket.

You have the right to work from the moment you handed in your application for a residence card by Migrationsverket. And in practise you can work once you have a personal number.
