I am under 24 years and my husband has got a Romanian Travel Document "allowing him to stay in Denmark only every 3 months" and he had to pay for the school to stay in Denmark for 6 months. He worked and studied during this period and has paid 37% tax as well.
We married in Denmark in 2013 and our family reunification was turned down in late 2013 when my husband had only travel document with no permission of staying in Denmark more than 3 months.
The questions is:
Now that my husband has the permission to stay on students visa and limitted work permit
will the immigration consider and decide differently if we apply for family reunificaiton?

No, not as long as you are still under 24 years old. That requirement is quite strict and clear. You can circumvent it by moving to another EU country (like Romania for instance) for a period of time before returning to Denmark together.
