HI CAN ANYONE COULD HELP ME ABOUT MY PROBLEM ??? I HAVE HUSBAND NI DENMARK AND HIS HOLDING A PERMANENT VISA. I WOULD LIKE TO REUNITE WITH HIM BUT THE PROBLEM IS I'M ONLY 21 YRS OLD. ANYONE CAN SUGGEST ANYTHING OR WAY SO I CAN LIVE WITH HIM IN DENMARK OR SWEDEN ? THANK YOU VERY MUCH.

Could you please not write with capital letters? It makes it difficult to read.
I suppose your husband also wants you to come live with him. Tell your husband to read the information he will find under 'RÅDGIVNING' - 'FAMILIESAMMENFØRING' at the top of the page. He will find all the necessary information about moving to Sweden/a EU-country and use the EU-rules for family reunification.

Coz they said that only eu citizen and danish citizen can use the family reunification under eu rules. that's w hy when i heard that i feel sad. by the way thanks for the response.

Yes only EU-citizens can use EU-rules. Which leave you the following options:
1) Your husband becomes a danish citizen and then move to Sweden or another EU-country.
2) You get a residence permit in Denmark for the purpose of study or work.
3) You file for family reunification in Denmark and prove, that is it completely impossible for you to live together in either your country or the country of your husband, and on that ground you get exepted from the normal rules for human rights reasons.
4) You find some other country than Denmark, where one of you can qualify for a residence permit for the purpose of work or study, and then the other of you apply for family reunification in that country.
5) You wait until you are 24 years old and also fullfill all the other requirements. Please pay attention to the attachment demand, the rule about presumed "forced marriages", if you are related to each other, and the special conditions about fullfilling some of the current requirements for permanent residenceship, that must be met, if your husband is not a danish citizen.

You tell too little for anyone to help you on this forum. But if you need help, you can scan your documents from Danish immigration and send them to raadgivning@aegteskabudengraenser.dk and explain further.
