No, probably not. It is highly unusual that a new rule, which changes an existing practice, takes effect immediately. After the third step it may be accepted, but before it can take effect it will have to be signed by the queen and published in the Official Journal. It can only take effect on an earlier date than the publication if it has a provision about retroactivity.

It says in the Law proposal that it will go into effect July 1. 2018
"§ 2 Stk. 1 Loven træder i kraft den 1. juli 2018"
