If you meet the requirement of 3 years of "Danish Character" education, and can be added to the citizenship bill after 5 years of residence, is it still necessary to obtain a permanent residence permit to apply for citizenship? If having permanent residence is still required, then 5 years isn't even possible. It would be at minimum 6 years.
Also, can you study at the same time while working on a work permit?

Yes, you do need a permanent residence permit, it is a paramount requisition.
And yes, you may study on a work visa, but may not be exempt from paying tuition fee.
